IANZ
operates to a structure that maintains the highest possible technical
standards for its accreditation process. Highly qualified people
from industry, technical, commercial, regulatory, health care and
administrative sectors are involved as members of the Council and
advisory committees. Each accreditation programme has a Professional
Advisory Committee, the chairs of which form the Accreditation Advisory
Committee.
Accreditation Advisory Committee
(AAC)
The AAC comprises the chairpersons of the various Professional Advisory
Committees (see below). Members are knowledgeable and experienced
in management of the types of bodies they represent and are aware
of internationally recognised criteria for the accreditation of
such bodies.
The AAC is an independent expert body that liaises
with and reports back to New Zealand's technical professional
community. It reviews the generic criteria for accreditation and
other developments in technical professional service standards,
and ensures consistency throughout all fields of accreditation.
It adjudicates on any appeals arising from IANZ accreditation
services, and its chairperson is normally a member of the Testing
Laboratory Registration Council. Members normally serve for a
term of two years.

Professional
Advisory Committees (PAC)
Experienced technologists, scientists, radiologists, engineers and
other technical professional experts assist IANZ through participation
in Professional Advisory Committees (PAC). Members are highly regarded
in their fields of expertise. These committees provide IANZ with
technical advice and with a link to industries and relevant professional
bodies.
Each PAC meets normally about once a year, or
when business demands it. In between meetings they perform their
functions by written communication. Chairpersons from each PAC
serve on the IANZ Accreditation Advisory Committee (AAC).

Functions
of a Professional Advisory Committee

To help develop and to approve criteria documents for the Accreditation
Programme related to their discipline. These will include Specific
Criteria Schedules.

To
nominate technical experts from their profession and to confirm
their appointment.

To
advise IANZ staff and technical experts on technical questions
relating to assessments.

To
assist with the development of guideline documents where needed
to assist client organisations in achieving ongoing improvements
in quality of outputs.

Selected
committee members to review papers resulting from initial assessments,
including the IANZ assessment report and condition clearances
by the client, and when requirements have been met to confirm
to the Chairman of the Accreditation Advisory Committee that
accreditation may be granted. Clients have the right to veto
any particular PAC member receiving their documents and records.

To
adjudicate between IANZ and particular clients in relation to
disagreements arising from accreditation conditions and their
clearance or other technical matters.

Liaison
between IANZ and the industry related to the PAC and encouraging
participation in the programme.

Liaison
with regulatory and standards agencies to encourage recognition
of the programme.
Between meetings, the committee's primary function
is the review of initial assessment reports of applicants for
accreditation. In exercising this function the Committee is undertaking
a peer-group review to ensure that applicants are appropriately
qualified to participate in the community of accredited bodies
in New Zealand.
