Pipelines
High pressure gas and liquids transmission pipelines are promulgated
by the Health and Safety in Employment (Pipelines) Regulations
1999, covered by the Health and Safety in Employment
Act 1992 and administered by the Department of Labour.
Major pipelines are operated by the petroleum industry throughout
the country.
All
pipelines are required to operate with a current Certificate
of Fitness issued by a recognised Certifying Authority (Inspection
Body), the purpose of which is to demonstrate that a designated
pipeline and associated equipment is “fit for purpose”,
covering design, construction, operation, maintenance and/or abandoned.
Certifying Authorities are required by regulation to be accredited
to a recognised industry standard (AS/NZS ISO/IEC 17020) by IANZ.
Off-Shore
Structures
These are fixed installations promulgated in the Health and
Safety in Employment (Petroleum Exploration and Extraction) Regulations
1999, covered by the Health and Safety in Employment
Act 1992, and administered by the Department of Labour.
A
verification scheme is operated to ensure that safety critical
elements:

Remain in good repair and condition; and
-
Where they are yet to be provided, will be suitable.
Certifying
Authorities carry out inspections and issue certificates of fitness;
they are required by regulation to be accredited to a recognised
industry standard (AS/NZS ISO/IEC 17020) by IANZ.
Fire
Sprinklers and Alarms
There are three standards that require inspections to be undertaken
by organisations accredited to ISO 17020:

NZS 4515: Design, material, fabrication and installation of
fire sprinkler systems for residential occupancies; and the
periodic testing and maintenance
-
NZS 4512: Design, installation, extension, modification, commissioning,
testing and maintenance for fire detection and alarm systems
in buildings.

NZS
4541: Design, performance, installation and maintenance of automatic
fire sprinkler systems in buildings or structures or in fire
cells which form part of a building.
